The report didn't say it was definitely weapons grade -- they're calling for another test to try to verify what it is. One step at a time.

Anyone know how they detect one element as opposed to another? Would everything set off a geiger or neutron detector, or whatever it is they're using, in the same way?

Er, all plutonium is "weapons grade."
Uranium must undergo isotope separation, which is hard. Plutonium from a breeder reactor can be separated from the low-grade Uranium via chemical means -- easy.
