When Bureacratus Maximus can't figure out once and for all that "Asif Iqbal, of Rochester, New York", who is not a terrorist, isn't the same person as "Asif Iqbal, of Guantanamo Bay, Cuba" who is an incarcerated terrorist, that is more than mere "inconvenience". That's constraining his right to travel in order not to inconvenience BM.
