I remember reading Agawa's bio of Yamamoto. In it, he said, "Considering I oppsoed the wear, I should have resigned..."

I do not have the page cite handy right now - I will get it later. History shows that he did not take the course of action he felt he should have taken, and for that, I believe he has a share of the moral culpability in the sneak attack on Pearl Harbor.
