DoD regulations state: "Because of the separation of church and state in the Constitution of the United States and the prohibition of the establishment of religion, only churches and civilian religious organizations can ordain or appoint clergy."

But islam is not the "church."

Why don't they just go by the ruling of the New York State Supreme Court made in 1892 that islam is not to be tolerated in the U.S.?
