Could be both. The tank is under fire from near the hotel..., the driver swivels, sees a long range telescopic lens pointing directly at him, and he fires.
You're right, the fog of war can make anything possible, but I guess what I'm saying is that if the journalists said there were no shots because Baghdad Bob and his henchmen were holding guns to their heads, then that has some bearing on the reporting going on.
