The police-state solution has shown that it comes at the costs of hundreds of human lives every year. To most of the world, that is appalling. The solution should be the Historically precedented loss of the West Bank and Gaza by the "palestinians," once one of their ongoing acts of war precipitates a Just War by Israel in response. The Arab aggressors would appropriately and finally lose the territory they currently occupy.
There is already a state, it's called Jordan. The world clamors for a second palestinian state, to reward terror, for many reasons. Anti-Semitism is not the least of them.
And I'm curious to how Israel will make a just war against people in a land it already occupies. Will it go and shoot them all for daring to live in their own houses under Israeli occupation? By Arabs occupying the land, do you refer to the fact of their living in houses they have legal title to in the West Bank?
