Well, the secret of the French Foreign Legion is that they aren't "Foreign" because they're sent overseas, they're "Foreign" because they're not French. At least not supposed to be (Some French do sneak in.) I believe they're mostly British, actually.

I'm not well versed on the Foreign Legion but it is an amry of French and other nationalities. There was a period of time when French criminals had the option of signing up for the Foreign Legion as an alternative to prison. Also, the Legion never was supposed to set foot within France. I believe this has all changed with the times.
