The CBS BagCam (encoded at roughly 150 Kbps) ought to work reliably (at least it does for me). I'd have to say that there's a lot of your neighbors that also have cable broadband for the CBS BagCam to not run reliably.

Shouldn't be that much, I am on government base housing *L* It's a pretty sweet deal. For being a current cable customer, it brings my monthly internet bill to about $35.
