Those would be my choices! ;)

The latter may be broken up into three more possibilities. Saddam is still in Baghdad, he's in his home town (forgot the name!), or he left before the war started. That should narrow it down further.

There is more.. Saddam died of cancer in '98. They kept him alive via video tape and body doubles since then.
