Yes. The FBI does keep a list of domestic terrorists.

One unfortunate side-effect of 911 is that our collective national attention was diverted away from these terrorists at a time when the national media was just starting to notice them. The best thing that can happen is for more people to become aware of eco-terrorists; when animal rights or environmental groups receive well-intentioned donations, at least part of that money is diverted to fund terrorism (PETA and Earth First! are good at this).
