Mexico assumed the presidency of the U.N. Security Council this week and Mexican President Vicente Fox apparently thought it appropriate to reiterate his rhetoric against the U.S.-led war in Iraq.
For those who had hoped Sept. 11 would advance North American solidarity, Mr. Fox's decision to side with the Quai d'Orsay has been a disappointment. The breach between Mexico and the U.S. could widen even further if Mr. Fox stays on the foreign-policy tack he has adopted.
