Some of these cities, like Seattle are refusing to co-operate with federal authorities on the problem of illegal immigration. No money should go to any city that does not pledge full support and co-operation with Homeland Security.

Why not allows Tom Ridge to me the determiner of how much and how much more is needed, after all, the Dept. of Homeland Security was recently approved after several months of democrat leader obstructionism.
