We can make bombs fly through windows but we can't positively ID our own troops?

I heard this on the radio earlier today. I just don't get it - the commanders MUST have known about the convoy. If they did not know then someones butt needs to be on the line here. The lines of communication obviously are not what they should be. I do not fault the pilots unless they were in a position to have postively ID'ed the convoy. I would imagine they were given a green light by higher-ups to bomb.

Pray for the killed and wounded as well as the pilots who did the bombing - they have a lot of grief to live with (that likely isn't even their fault).
