In this case it isn't clear if the bodies in Basra were in a mass grave or some sort of morgue-like facility. If it is a morgue-like facility I shudder to think of the purpose as it sounds mor elike an "ongoing project" against prisoners than a one-time massacre.

We're also going to have to deal with finding and opening up all of the prisons in the country... since Iraq's regime has a habit of putting prisons under important facilities, our careful bombing may have been done with that in mind. There are so many missing people in this country there is no way of telling what is going to be found.
