Absolutely. Not trying to diss Puerto Ricans at all. I was just struck by the fact that the last time I saw packs of cars cruising slowly around city streets flying flags the size of a Volkswagen was during that benign and pretty joyous annual spontaneous street parade on Western.
Driving slowly waving a flag is not the tactic of secret police or besieged militias. It's something you see in a victory parade, whether for the Lakers or Yankees or your country.
