The coalition will naturally have the leading role for a period of time
The French and other foreign papers have been taking the liberty of saying the United Nations will be in charge of Iraq. This clears that up! Dr. Rice can be trusted to tell it like it is.

Yes, and it has also been made clear by Dr. Rice that the Defense Department is the lead agency, NOT the State Department. Bush has seen who can deliver, and it wasn't Secretary Powell.
Congress has made clear that the Russians, French, and Germans are frozen out of any American-funded reconstruction money as far as contracts go.
Everything is coming up roses.

With all the bad info floating around, I decided this article needed to be posted!
I almost flipped when I heard the State Department was going to be put in charge. I have had it with diplomats for a long time! All they do is talk, talk, talk -- we need someone who will take action!

After the initial phase, and as more and more functions are turned over to the interim authority, ORHA will shift to an advisory role. The office itself, the ORHA, is a multinational coalition effort. The Department of Defense is the lead U.S. agency in this effort. Coalition governments and Iraqis will also be involved at every step. Thank you. This clears it up nicely.
