As I read the petition, they were planning to render the rifles semi-automatic before sale.
No need to waive the '86 law. I personally want all gun laws abolished, but I'm a radical. However in this instance I signed anyway.

As I read the petition, they were planning to render the rifles semi-automatic before sale. According to ATF, this is not possible. They would have to be demilled and welded-up.

Rendering them semi will not help. By the law once fullauto always fullauto. There was a Manufacturer a couple years ago taking cut recievers they bought as scrap and welding them back together. The BATF rounded up all of them they could trace, unregistered fullautos.
I will agree that most (99.9%) gun laws should be repealed. There are a couple that make sense. But at this point in time if I want to shoot a machine gun I'll either buy one or call a friend that has one setting on the shelf.

As I read the petition, they were planning to render the rifles semi-automatic before sale. That would cut zero ice with the ATF, who have a long-standing policy of "Once a machine gun, always a machine gun." They'd still be considered Class III in the civilian market.
