If you are intending to speak to folks about the President's National security policy, I suggest that you take a look at the following documents:

http://www.whitehouse.gov/nsc/nss.html The administration's philosophy and policy is more accurately described as the "Liberty Doctrine". The lamestream media has attempted to belittle it by calling it a "doctrine of pre-emption", but that is a gross mischaracterization, as you will note if you look into those documents. Preemption may fit into it, but it is not at all the meat and potatoes of the Bush Doctrine.
I might suggest that it would be useful for you to bookmark these and check into them later when there is more time for perusal. Actually, the speech is fairly easy, and (as usual) a Bush home run and you may wish to look at it now. The Strategy paper is far more complex, and not a quick read.
