Maybe it's for transporting goods. The river is navigable, yes?? Tunnel "to" a river is strange. Under river, sure. But for transport, may as well use surface. No size limits, cheaper to build, etc.
The waste system angle is a possibility. So is electrical power transmission.

We got a great tour of the power plant, tunel system, backup power generator, etc. There was a manhole at the basement of the School of Architecture we used as an entry. We spent hours exploring the different buildings after hours using the tunnels.

They had nightvision on, it messes up the frame rate; LEAVE THE CAM ALONE! Now it's zoomed in too much, whoever messed withy the cam a few minutes ago needs to be thrashed like a red-headed stepchild.

Lived there in '71 for a short period while my dad was doing contract work at Eglin. Lived on Santa Rosa Island off Ft. Walton before it was all developed. An absolutely beautiful place back then. Little houses and tons of white sand.
I've been told I wouldn't recognize it now. All high rises and hotels. :(

There is no way you can avoid first seizing that airport if you wish to control Baghdad. Check out a map of the city and surrounds, and it will be pretty obvious why.

Certainly all of FL had developed a lot in the last 32 years, but then there is lots of land in FL. Not quite like Western states but lots of land compared to Eastern states.
