The difference is that, on Day One of the war, Britain could choose to lay waste to every major city in Europe...and still have enough firepower left to deal with the minor cities if it became necessary. When did the French decommission their nuclear arsenal? They are perfectly capable of replying in kind and the English have fewer cities than the continent.
