He mentioned that about 5,200 Pennsylvania instructors were teaching on emergency certificates last year, primarily in large urban districts.

Another good reason for home schooling, vouchers and school choice. Let your state rep know.

Why is she horrified that these failing schools will have to do their job and educate children for a change?
This dweebie must be living in a dreamworld.
If the medical profession had the same track record as the public schools half of us would be maimed or dead.

She is in a dream world. She'll wake up when her kids are out of school. She will then wonder why her taxes are so high, and why her kids are undereducated.
