This is not surprising, Russia is broke. Over the last decade the Russian military has become extremely poor. I remember reading that they had the Russian soldiers picking potatoes for food and wages. Alot of them abandoned the army went to fight in Croatia as soldiers of fortune where they could loot. Some of the Old ranking Military left and became military advisers in third world countries for decent wages. Their military weapons being sold on the black market by the Russian mafia is a common accurance. The Russian government may not be responsable for these new finds.
