No fly zones meant that Saddam could not fly his troops in to the north or the south. It did not prevent him from sending them by way of land. He still controlled even the Kurdish territory to a degree until about a week ago. He would still have troops there if he wasn't pulling them down south because he is getting his butt kicked in the Shiite area of Iraq (also a no fly zone, but plenty of Saddam's troops there).
