If I were Saddam, I wouldn't do this. The true believers won't believe he's dead until we produce the body, and even then they'll accuse us of faking it. And uncertainty on the matter serves him more than it does us. Osama found that our uncertainty on his death served him. It also serves Saddam.

Osama found that our uncertainty on his death served him. It also serves Saddam. But Osama was the shadowy leader of an underground terrorist organization. Part of his mythology was that nobody could find him.
Saddam is a head of state who rules through terror. If he is believed to be dead, it is likely that we would find the going in Iraq to be a bit easier.
