End UN farce, Black suggests

OTTAWA -- The United Nations is a "farce" that needs to be reformed, according to Lord Conrad Black.

Speaking on Canwest's Sunday Global yesterday, Black said, "A huge proportion of the membership countries are just petty despots that have no civil policy at all."

Black ripped the UN for its recent failure to back the United States in its bid to overthrow the Iraqi regime of Saddam Hussein and rid that country of weapons of mass destruction. "We have seen what a demeaning farce the whole business of rounding up votes in the Security Council is. Whoever happens to be there becomes the subject of all kinds of bribes and it is a good thing that the Americans took it as far as they did to expose it as the farce that it was."

Black slammed two countries that led the opposition to the war on Iraq. He said the French engaged in "vintage French skullduggery." He accused the Germans of having a "Freudian fantasy they are the extreme pacifist entry" and said Germany's decision to alienate the U.S., which has been the only ally of any use to it, will go down in history as "the absolutely stupidest act Germany could implement."

Black said it's time to "dissolve" the North Atlantic Treaty Organization (NATO). He said there should be a "world alliance preserving the principle that an attack upon one is an attack upon all." Black said it should be made up of democratic countries prepared to be viable allies.

Federation of Republics.


Criteria for Membership.
By joining this Federation of Republics, each government seeks to secure for its people, the benefits of low tariff barriers, unfettered travel, and secure property and stable economic conditions. Each governments must accept that the source of legitimate authority is the consent of the governed, as shown by frequent, scheduled honest elections, using secret ballots, with multiple candidates offered for each post.

Yet, despite the will of the people, there are limits beyond which no government should go, no matter how great the majority in an election. Member governments must accept that government authority is limited to acting in the best interests of all the people. Member governments must have as part of their constitution, a bill of rights, to include freedom of religion, freedom of speech, freedom of the press, freedom of assembly, and freedom from unreasonable search, freedom from self incrimination.

Governments must accept that individual rights are purpose of the government, and any government that becomes careless of, or destructive to individual rights should be changed. Member governments must have as part of their constitution provisions for the people to defend themselves from the government, to include the right to petition for resolution of grievance, the right to trial by jury, the right to freedom from self-incrimination, the right to keep and bear arms, the right to travel outside the boundaries of their own government, and the right to withdraw from allegiance to a government.

Governments must accept that the government powers are limited to those expressly granted in the constitution. Member governments must have as part of their constitution, provisions which expressly state the limited functions, means, and powers of a limited government. The powers of taxation and regulation must also be expressly limited, with no property to be taken without just compensation, and without due process. These provisions must enforce unconstitutional usurpation of powers by an independent judiciary answerable to the people.

Member governments shall be represented in this body by a single ambassador, elected by the citizens and residents of the area controlled by the government.

For matters involving use of force by agencies or members of this federation, that is decisions to use police or military power, each vote will be weighted with the population of citizens of that government. For matters involving finances, whether collection or allocation of money for a particular purpose, each vote will be weighted by the most recent Gross Domestic Product of the land area subject to the powers of the member government. For matters which involve both aspects, each single vote must be weighted onetime by population, and one time by product, and both must pass.

Taxation being the coerced collection of revenue, enforced by police power, will require the vote on each provision to be weighted once by population, and once by product, with both votes passing. Passing for matters of taxation is defined as receiving a 5/8ths majority.

War, being a funded authorization to use deadly force with military power inside or outside the members of the Federation of Republics, is of gravest concern, and will require the vote on each declaration to be weighted once by population, and once by product, with both votes passing. Passing for matters of war is defined as receiving a 2/3rds majority.

Provisions regulating trade within the federation require passing by greater than ½ majority vote, weighted by product.

Provisions regulating travel within the federation require a greater than ½ majority vote, weighted by population.

Provisions for resolution of differences between member governments of the federation will require the vote on each provision to be weighted once by population, and once by product, with both votes passing. Passing is defined as receiving a greater than ½ majority.

An independent judiciary shall be nominated by the ambassadors of each member government for a term not to exceed 7 years. The qualifications of each nominee will be considered, and the nominee will be accepted with the vote against the nominee weighted once by population, and once by product, with both votes passing. Passing for selection of the judiciary is defined as receiving less than 2/3rd majority opposed.

Criminal proceedings will use a court established on the territory where at least part of the crime occurred. A jury shall be empanelled, composed of 12 citizens from the community most affected by the crime. That jury shall be charged with discernment of matters of fact and law. Persons not able to reasonably discern matters of fact and law shall be excused from voting and Jury duty.

Private parties desiring to use the members of the judiciary as an honest broker for the interpretation and enforcement of a contract can mutually select a single judge with expertise in the issue, or can request that a panel of 5 be selected at random from the pool of available judges.

Bill of Rights.

Each person residing in the area governed by this federation shall have authority to own, keep carry and store individual weapons of the type issued to officers, noncommissioned officers, or soldiers of their government.

Each person residing in the area governed by this federation shall have authority to attend or not attend religious services. No government shall fund or support religious organizations, nor shall any government grant preference to any religion in matters of taxation, access to facilities. Chaplains serving government bodies shall do so at their own expense, or at the expense of their denomination, or by joining the organization in other capacity with Chaplain as an unfunded extra duty.

Each person shall have the right to independent legal advice if accused by competent authority of a crime, and the right to avoid self incrimination.

This is an excellent construct, but I don't see how to implement it. It guarantees more freedom than any country now in existance.

It would bring about a golden age of prosperity and freedom.

Thank you! I am honored by your evaluation.

I think the way to implement it would be line by line. First, a "friendship league". Then a trade federation (mutually low tariffs, like the below the invoice prices dealers provide to each other.

The friendship league could be begun with non-US nations.

If you check the Libertarian Enterprise for last week you may find my take on a homeland security bill. According to all the mail I am a fascist, for not demanding pie in the sky right now! Interesting how the market matters. I think Freepers are more realistic.
