Means nothing. Ham radio hobbyists deal with "local judges" like yours all the time who think their ignorance overrules federal law regarding antennas of various sorts. It doesn't. His "rulings" are null and void. I say buy your dish and set it up; if the local sheriff shows up at the request of the park and removes it, you'll have a major-league lawsuit against both the park and the county.

While it's aimed at ham radio operators (and the text on that page about rental/lease restrictions does NOT apply to you), it may lead you to a lawyer willing to take your case pro bono. Ham radio lawyers really love raking jerkoff landlords and power-mad local cops and judges over the coals in court when they try to mess with your right to an antenna.
