Oh, I think I misstated what I meant.

We did not plan or count on taking Saddam out on Day One. The thugs would have been more likely to stay in hiding until needed, which would, of course, have occured later.

Another possibility is that a lot of these thugs are refugee Taliban and Al Qaeda, working for the Baath party.

And no, I do not think we make plans based on being cocky! Heavens!

I'm convinced that these thugs (fajahadeen* or however you spell that word) are not Iraqis but are terrorists he has recruited.
