Dan Rather in his 10:00PM update stated the Kuwaitis now believe it may have been an American cruise missle that struck the water off Kuwait City.

Seems plausible to me (I mentioned it as a possibility a while ago in the various threads) and would explain why it wasn't targeted.

They just showed part of the tail fin on Canadian news and on it was written "PROTRACT" in English. I don't think this was the whole word, but the rest was obscured because the metal was pretty banged up.

It did not hit the mall. It exploded in or on the water that is right by the mall. The mall damage was collateral damage.

MSNBC's correspondent in Kuwait City (on the scene) was showing several pieces with Chinese characters printed on them.
