Yes, according to leftists (just heard Barney Frank say this the other day), 'we had him contained' and his regime had been weakened over the last 12 years. In other words, Barney and his liberal freakish buddies figure, what they heck - as long as he restricts his torture to his own people and doesn't extend beyond his borders....it's none of our business.
Lib/dems and so-called anti-war protestors are not humanitarians....they support such thuggery through their campaigns of apathy.

They seem to believe that if we can't stop evil everywhere, we shouldn't stop any.
There was a dimwit anti-war protestor on a radio station that I heard the other morning, when confronted with the question "At what point is it right for the US to intervene?" this dimwit actually said, "When the US has no interest." Ann Coulter is right. The left believe that the only wars the US should fight are those where the US has no interest in the outcome!
