Why don't you go over there and introduce yourself and see if it's possible to get to know them? I'm not trying to be a Pollyanna, but at least it would firm up (or not) your worst suspicions,.

good suggestion. and this is what I mean by scrutiny. visit with them. either you gain a friend or you know they need further watching. if you gain a friend then you can help others know these are OK.
