The Cops are all just standing there. There is something on the bridge and they are trying to find out what to do.

There is 3 or 4 Subways that run over this bridge. And many buses. The FDR drive runs under the entrance on the Manhattan side.
Remember there were Three men involved. This is not someone who forgot his gym clothes on a bridge....Now its just some drunks that were having fun!
