MovieStar, which comes free with some cheesy video digitizers, has multi-frame super resolution reconstruction built in.
This is going to be VERY commonly available.
It is actually becoming a fairly mature area of technology development. For example, algorithms specialized to deal with compressed video can perform very well because the compression algorithm has already identified features that are invariant from frame to frame.
It can also be used to combine multiple commercial-grade satelite images into a military-grade synthesized image. What's REALLY going on in Area 51???!!!
