The latest infobabble from the news stations is that there is a line which allied troops will cross and the Iraqis will use chemical weapons. I have no idea if this is true or not but it does seem to go along with a strategy of getting allied forces so closely engaged with the Iraqis that we can not use tactical nukes in retaliation without massive civilian casualties. It also conforms to Saddam's past bluster. All in all I would say it is at least reasonably probable the Iraqis will use chemical weapons when we are fully engaged and about to enter Baghdad.

The question is "Will Iraqi supplied terrorists use chemical or biological weapons inside the USA in coordination with this use of Chemical weapons?"

I think the term they are using is "tripwire".

Be prepared, now that "shock and awe" is passe, to hear "tripwire" a million times an hour.

It would be a big gamble for them to use WMD. They might hope that the devastation would be so great that the public outcry in the U.S. would be to evacuate--that it wouldn't be worth the risk to our soldiers to continue. By holding off using them but with the threat there, they are buying time--time for the coalition to fall apart or some other world event to divert our attention.

But if the Iraqis are cornered like rats with no possibility of escape, I think out of blind rage and hatred, they would resort to a scorched earth plan, killing themselves, any civilians who happen to be in the way and as many allies as they could.
