I think it means that Basra has been on Double Secret Probation, and as of now they are going to be on the receiving end of the Wrath of Dean Wormer. Something like that, but with bombs and stuff.

so what was it before? closed military target? It was a politically-correct zone...everyone was supposed to sing "Kumbaya" and dance with us and our food rations. The pussies who run the war are looking ahead to the aftermath like the Yankees were looking past the Angels.
