I am perplexed. These are the times I wish I was Bill Gates. America is only 227(?) years old. A lot of the ME countries and African countries (except South Africa I guess) are very...developing shall we say (PC freeper alert!). How would we be able to go into Ethiopia without seeming like we're butting into people's business? Drop leaflets written in amharic(?) of the constitution of the US and inspirational documents of freedom? Or the even the Bible? To me that's better than arms. It seems that when we give people arms, they manage to turn it against us.
