Bad guys are still coming in from Jordan to help Saddam's regime fight US. Reenforcements could arrive before we get in to help.

If they're coming in from Jordan, most likely Palestinians, probably Hamas. They've got a ways to travel before they get to Basra and anything going in is going to have an unpleasant ending.
