If we really believed that we are close to a point where the Iraq RG will use CW, wouldn't a windy day be to our advantage....especially when the wind is coming out of the SW?

Windy conditions and strong sunlight really degrade the effectiveness of chemical weapons. The wind dilutes the agents, and the UV light in sunlight decomposes the agents.
