No, but the use of the term "outsourcing" is misleading. What the article describes is "international outsourcing" or "offshoring". Outsourcing in its purely domestic form is simply an issue of core competencies, risk management and ability to manage an extended enterprise. When you take it internationally you do potentially open up a can of worms, the long term consequence of which remain theoretical and are not yet fully understood.

Of course, the best strategy to retain domestic productive capacity is to offshore the NEA in its entirety!
