I don't know how "understandable" it was, but I'd bet the father was prodded by the media to blame the President for maximum effect.

Yea, I think we should cut the grieving father a break.

I blame more the news organization -- I think it was ABC -- for finding a grieving idiot and then exploiting him for evil purposes.
