With all due respect, let's try to keep our terminology straight. Attacks on armed enemies are not terrorist attacks. Although the perpetrators are subject to summary execution if they are not in uniform.
Terrorists are what they are because they intentionally target civilians.

With all due respect, you assume the "attacks" were made by Iraqi soldiers. Perhaps they are foreign nationals, or even Kuwaiti...then it would be a terrorist attack.
