I believe that missile's an Al-Samoud. The Al-Samoud is a conversion of the SA-2 to a surface-to-surface role. Among other changes, it has a bigger rocket engine and smaller control surfaces (since it doesn't need to maneuver in flight as much as a SAM), both of which seem to be apparent in that video. The Al-Samoud, of course, is the proscribed missile Hans Blix believed Saddam was destroying.

While the Al-Samoud uses a modified SA-2 engine the mislle itself is not a conversion. http://www.fas.org/nuke/guide/iraq/missile/ababil.htm
