"There will not be a war, or any chaotic situation that resembles war" on the Korean Peninsula, Roh said in a meeting with foreign companies. Eh? Does that mean (a.) he thinks Kim is bluffing or (b.) The US is going to end it so quickly that there won't be time for much chaos?

Yeah, let's do just that. Hold bilateral talks directly with Kim Jong Il and whosoever he wishes to take with him. Now, I know the "dear leader" and (if I remember correctly) chairman of the national defense policy board of the Democratic People's Republic of North Korea has a severe aversion to air travel. I therefore propose that we take him to the talks at a location of our choosing in a naval brig, free of charge to him, from Pyongyang harbor. The location: Guantanamo Bay, Cuba.
