Chretien has announced he will be retiring in Feb 2004 and will not stand for reelection as PM of Canada. The next election will probably have Paul Martin (another Quebecer) as the new leader of the Liberals.

You forgot to mention that Chretien pulled a Clinton: Announced his retirement 18 months early. So he's a lame duck,
pulling stuff like Kyoto, causing upheaval in the party, making trouble where he can, when he can, and leaving a big
mess for whomever succeeds him.
