When I watched it last night, I suspected that it was a double. The moustache was much too gray, the face heavier and jowlier. Also, the glasses obstructed his face so you really couldn't see the eyes and brow clearly. Unlike the usual Saddam, the speaker was reading from a passel of assorted notes and note pads. The setting looked very gerry-rigged with the blue curtain. It just didn't have Saddam's mark on it.

I agree. His eyes also looked different. His speech was generic.
