There was no organized mob before Milosevich. Only individual criminal elements, most of them working for State Security (DB). Arkan, for example, was employed by Stane Dolanc, Slovene on BND payroll to whack oponents of the regime abroad.

Majority of those individuals were liquidated before sanstions started in May 1992. (Gishka, Beli...)

Arkan was working for Milosevic by 1990, and sanctions weren't imposed until after war broke out.
