QX: THEY don't want to be seen as backward, evil and barbaric even if they abundantly are. Though, I would add, that most are not. Most even Party members have been captivated with the better American values they are aware of. Many have studied the Declaration of Independence etc. very closely. They really have been groping around for years to come up with a flavor of democracy [or any other modern, less tyrannical mode of government] that would fly in China without causing major social upheavals.

Now, certainly, there are die hards from the Long March still hobbling around and even some other "true believers" in the Party who would like to return to rigid Stalinism. But they are really in a shrinking minority. But Plenty are still in enough power to cause trouble, for sure.
