In the post WWII paradigm, Japan and Germany were prevented from re-arming. I don't know to what extent it is still the case.
In the 21st Century paradigm, I think it would be in the best interests of the US and Japan, for her to be free to re-arm.
I believe in the wake of this episode, the US should move to remove France from the SC; or at minimum take away her veto status.
I also believe the entire structure has proven faulty. It is senseless for ten third world mini-countries to sit on the 15 member SC, while India (2nd largest population), and Japan (2nd largest economy) have no voice and no seat.
Bush is still willing to participate in the UN, but I would urge him to press very hard for major reform.

Great points truth...I agree that the 3rd row nations need to be in the spectator seats...and of course better yet. It is high time to FLUSH the U. N.
