Arrested means you have the full protection of the law.
Detained means that you don't.
As for Ceca or Caca or whateverthehell her name is, I hope they stick her ass in a cell and make her listen to Serbian techno-folk-pop Nazi hate songs for the rest of her life.

My theory (if I were to be a conspiracist of the Serb kind), is that the Western Music majors paid the government to arrest her to stop her kind of Turbo-folk from enroaching on Western markets. A source tells me that she will be recording new songs in secret in her prison cell and releasing them into the wild... I mean Internet...
