The UN diplomats do not want to leave NY. NY is cool, hey ITS NY! Brussels is well, Brussels. Its quaint, historic, old worldly and NOT NY and not in the USA!

More importantly, it's boring, the restaurant selection is limited, the main shopping street is a sad joke, AND diplomats would lose the ability to be seen as important,especially in a city with at least one major "strike" every week screwing up traffic. OTOH, the chocolate and beer are better than in NYC. . .
