U.N. Sets Consultations on Iraq on Monday

UNITED NATIONS (Reuters) - The United Nations Security Council will hold consultations on Monday on a call by France, Russia and Germany for emergency U.N. talks this week on the Iraq crisis.

France, Russia and Germany issued a joint statement on Saturday in which they rejected the war option and proposed emergency talks among foreign ministers from the 15 U.N. Security Council countries in the wake of a report on arms inspection work set for Tuesday.

The U.N. consultations, which are regarded as routine under U.N. procedures, will be held at 3 p.m. (2000 GMT), a spokesman said on Sunday..

The consultations were announced as a crisis summit between President Bush, British Prime Minister Tony Blair and Spanish Prime Minister Jose Maria Aznar, was being held in the Azores.

Russia and France have the power to veto any further U.N. resolution allowing for war to start, and say they would use it. Germany is also a member of the Security Council but not one of the five permanent members with veto rights.

They hope the declaration from the Four at Azores is just for the TV cameras and is not serious. The UN is the last place where people are in a hurry to act on threats to the peace of the world. Which is just as well when you consider the quintessential definition of a diplomat is someone paid to put off decisions...

REG: You're right. We could sit around here all day talking, passing resolutions, making clever speeches. It's not going to shift one Roman soldier!

FRANCIS: So, let's just stop gabbing on about it. It's completely pointless and it's getting us nowhere!

COMMANDOS: Right!

LORETTA: I agree. This is a complete waste of time.

JUDITH: They've arrested Brian!

REG: What?

COMMANDOS: What?

JUDITH: They've dragged him off! They're going to crucify him!

REG: Right! This calls for immediate discussion!

COMMANDO #1: Yeah.

JUDITH: What?!

COMMANDO #2: Immediate.

COMMANDO #1: Right.

LORETTA: New motion?

REG: Completely new motion, eh, that, ah-- that there be, ah, immediate action--

FRANCIS: Ah, once the vote has been taken.

REG: Well, obviously once the vote's been taken. You can't act another resolution till you've voted on it...

JUDITH: Reg, for God's sake, let's go now!

REG: Yeah. Yeah.

JUDITH: Please!

REG: Right. Right.

FRANCIS: Fine.

REG: In the-- in the light of fresh information from, ahh, sibling Judith--

LORETTA: Ah, not so fast, Reg.

JUDITH: Reg, for God's sake, it's perfectly simple. All you've got to do is to go out of that door now, and try to stop the Romans' nailing him up! It's happening, Reg! Something's actually happening, Reg! Can't you understand?! Ohhh!

The France, Russia, Iraq camp are acting like todays conferance did not hapen. 3:00pm New York time places their meeting 1 hour after the 2:00pm deadline set byt he Azores 4.

The Frecnh and their buddies have started a new Cold War over Iraq. I hope they are happy with themselfes.

UN "authorization" for war with Iraq:

United Nations Security Council Resolution #678 authorizes UN Member States "to use all necessary means to uphold and implement resolution 660 and all subsequent relevant resolutions and to restore international peace and security in the area."

sounds to me like we have the UN "authority" with us already.

*resolution 660 dealt with Iraq's invasion of Kuwait
